Any person taking up residence in Switzerland has to take out a valid health insurance within 3 months of their arrival and has to proof it to the local authorities.

Why the second is cheaper is very easy to understand. Private plans only covers specific risk groups and students are much better compared a state insurance who include also all risks inclusive the old person which are a bigger risk category.
